Ho Chi Minh City (HCMC(Evaluation criteria). These evaluation criteria are based on the decision n ° 3328 / QD-BCD of September 15, 2021. They constitute the basis allowing the companies of HCMV to start their activities while HCMV gradually opens its economy to adapt to the new status quo .
The evaluation criteria apply to the following companies and production entities in HCMC (Covered entities):
Commercial facilities engaged in commercial activities and supply of commodities: supermarkets, shopping malls, mini-supermarkets, convenience stores, retail food stores, conventional markets and wholesale markets;
Production companies and facilities; and
Work desks of the entities specified in groups 1. and 2.
In addition, all employees of the covered entities must be holders of a green card, which is the main criterion to meet the evaluation criteria.
The covered entities can only operate if they meet all the applicable criteria as specified in the appendices of the evaluation criteria. The following section will set out the relevant criteria applicable to the covered entities listed in point 3., as specified in Annex 5 of the evaluation criteria. However, note that these criteria may also apply to covered entities that fall under 1. and 2., but there may be some variations. We refer to the relevant appendices of the assessment criteria applicable to covered entities.
2. Classification of green card holders
According to the assessment criteria, green card holders are classified into basic green card holders and restricted green card holders.
A basic green card holder is a natural person who has:
Obtaining negative results for the SARS-CoV-2 tests (rapid test or RT-PCR) for any sector of activity requiring tests in accordance with the regulations in force;
been fully vaccinated or cured of COVID-19 in accordance with applicable regulations; and
Had no close contact with an F0 case for at least 14 days.
A holder of a restricted green card is a person who has fulfilled the criteria set out under a. and C. but received only the first injection of a two-dose vaccine.
Restricted green card holders can perform a limited number of activities compared to what a basic green card holder can do.
3. General evaluation provisions
3.1 Responsibilities of the covered entities
The covered entities listed in section 1 have specific responsibilities. These entities must carry out evaluations in accordance with the evaluation criteria; and are solely responsible for the accuracy and truthfulness of the assessment results.
They must inform the relevant authorities, such as – depending on the entity’s address – the HCMC District People’s Committee, the Thu Duc Town People’s Committee and the Management Authority of Industrial Zones and High Areas. technology, for post-assessment inspections.
If covered entities use shipping services in the course of their operations, they should ensure that shippers apply contactless delivery methods. The same applies to any product storage activity, and if cash payment is applicable, covered entities should organize separate cash delivery trays to avoid hand-to-hand delivery.
3.2 Principles for evaluations
Covered entities that pass the assessment can operate. If that fails, they have to fix the underlying issues and do it again. The assessment should be conducted for each facility, area of covered entities (such as separate factories, production lines, office groups) to ensure the effective treatment of any case of COVID-19 and avoid compromising d ‘other facilities or areas of the covered entities. . This zoning principle also applies in the event that an area of the covered entities has to cease its activities due to a failure of the assessment or following a request for renewal of the assessment.
4. Assessment criteria for the work entities of the Office of Production and Service Suppliers
4.1 Criterion 1: Employees and customers
All employees must have at least a restricted green card and have obtained valid negative results for the SARS-CoV-2 tests (rapid test or RT-PCR). However, only holders of the basic green card can work in a service that regularly has direct contact with outsiders.
4.2 Criterion 2: Safe distancing measures
The minimum distance between the working chairs should be 2 meters, or there should be partitions between them, and the ambient temperature can not be lower than 25 degrees Celsius.
4.3 Criterion 3: On-site surveillance of pandemic prevention
Covered entities must set up a team to monitor the body temperature of other employees and compliance with pandemic prevention obligations, such as wearing face masks, regular hand washing, digital medical declaration, maintenance of a safe distance. There must be a plan for internal monitoring and inspection of on-site pandemic prevention compliance. The results of the implementation of this plan must be recorded.
4.4 Criterion 4: Medical equipment and supplies
Covered entities with more than 100 employees must have a medical treatment room and medicine cabinets to temporarily isolate any employee showing symptoms of COVID-19. There should be sufficient medical equipment and supplies on site, including, but not limited to, scanning devices to identify green card holders, hand sanitizers and disinfection equipment.
4.5 Criterion 5: Sanitary and safe environment
There must be at least one toilet for 10 women or 15 men; and at least one sink for 10 employees with sufficient clean water and hand sanitizers.
Covered entities must perform periodic disinfection of conference rooms and “common areas” at least once a week. Toilets and medical rooms should be disinfected at least once a day. For other areas, disinfection must be carried out according to the directives of the health authorities. Finally, there must be sufficient bins with lids for general and medical waste placed on the premises.
4.6 Criterion 6: Pandemic prevention propaganda
Covered entities must actively remind employees to comply with pandemic prevention measures. Information on those responsible for the prevention of the pandemic in the locality and the local health authorities must be made available to all those present in the premises.
4.7 Criterion 7: On-site pandemic prevention plan
There must be a plan to organize SARS-CoV-2 testing (either rapid test or RT-PCR test) and employee screening as directed by health authorities. This plan should be assessed and adjusted (if necessary) based on the results of the implementation and then notified to local authorities for post-assessment inspection.
